IT PMO Project Manager
Responsibilities/Accomplishments:
• Supported the applications development life cycle to design and implement an order entry system for phlebotomists to collect, store and handle specimens that will reduce the opportunity for specimen collection and handling errors. This service is one of a host of Patient Service Center software applications being developed to reduce costs and improve customer service. LabCorp third party will produce version migrations to interface with Lab systems mainframe and the Specimen Integrity System. Project responsibilities included building and hands on management of team including business analysts, testing, QA, systems development and Web engineers to develop technical specifications including statement of functional requirements. Project management plan was developed utilizing SDLC framework from Requirements and Analysis, Design, Development & Testing, Quality Testing, Deployment and Retirement.

o Technical Environment: Database storage on MS SQL Tier with additional node to support Lab data. Implement SIS Database on MS-SQL node. Update data storage. Need to provide platform for SIS database consolidation. Upgrade to SIS server farm. Patient Service Center connectivity via DSL to front end. Vendor proprietary software development and enhanced web application servers, Apache and WS Gateway.
o Project Results: Reduction in specimen collection errors plus associated material costs and improves customer service due to customer test reorder. Project completed on schedule and within budget.

• Developed recovery project plan to implement a MS-centric messaging architecture to migrate 14,000 Novell Groupwise users to MS Outlook over a three month period. Responsibilities included managing the EMC vendor architectural and design engineers and coordinating critical path activities with LabCorp engineering and security administration teams. Project management and execution activities included project planning and change management, resource management and control, requirements and risk management, configuration management, fiscal management, measurement and analysis, monitoring and control, progress reviews (QBRs), status reporting, project administration, and lessons learned.

o Technical Environment: Directory services platform consisting of MS Windows Server 2003 R2 and Active Directory. Infrastructure implementation included Domain Controllers, PDC emulator domain controller configured to synchronize from NTP source, Windows Server 2003 for AD security, EMC Networker for backup and recovery of AD, Exchange 2007 for messaging. Major functions included Mailbox Server, Client Access Server for OWA, Outlook Anywhere and Active Sync, Edge Transport Servers, Hub Transport Server for Exchange 2007, Outlook 2007 Full Client Access for 7000 users, Groupwise Mail Migration and Co-Existence for 14,000 mailboxes to Exchange 2007. MS DNS for enterprise applications and MS Intelligent Application Gateway for employee portal. Management support using System Center Configuration Manager (SCCM) architecture.
o Project Results: Project plan developed to fast track tasks to meet mandatory completion date of 01-31-09. This required the project team to complete infrastructure build and migrate 14,000 users to MS Outlook over a three month period. Missing the critical completion date would cost Labcorp $1.5M in Novell licensing fees.

• Developed twelve month project plan to deploy Cisco Unified Contact Center Enterprise Core and Unified Communications throughout corporate campus (2600 users) featuring Quality of Service (QoS) and Power over Ethernet (PoE) to meet mission critical need for Call Center consolidation using Skills Based Routing and Business Continuity Planning. Project activities included defining resourcing requirements, establishing project charter, scope statement, project planning and scheduling, risk analysis and mitigation planning, change control procedures, roles and responsibilities matrix (Cisco & LabCorp), Skills matrix (Cisco & LabCorp), workflow diagrams, problem management workflow diagrams, communications and status reporting procedures, monitoring and control, progress reviews (QBRs), and project closeout. Review vendor (Cisco) Statement of Work (SOW), track professional services and equipment (BoM) budgets ($5.3M) and ensure key project milestones and vendor deliverables are being met including all Application Design Documents, Detailed Design Documents, User Acceptance Test Plans, System Acceptance Test Plan, Migration Plan, Training and Production-ready Unified Contact Center Solution.

o Technical Environment: Network data center core deployment and LAN upgrades, network distribution routing and switching, basic telephony services, CTI Toolkit Agent Desktop (CTIOS), wireless, soft phones, enhanced video and collaboration. Design, configuration, stage and installation of Cisco Communication Manager, Servers, Gateways, MS Exchange 2007 Message Store Integration, Unity voice mail integration, Unified Provisioning Manager, Load Testing and Network Readiness Assessment, Cisco Customer Voice Portal, PBX/IP Media Gateway, Survivable Remote Site Telephony, Cisco Emergency Responder, Intelligent Contact Manager.
o Project Results: Estimated project completion date of May 2010 is currently on schedule. Identified two issues with Cisco SOW regarding length of professional services agreement and adding additional LabCorp location as part of the original deployment plan. The potential savings to LabCorp by identifying and resolving professional services contract length is estimated at $550,000.

Other Accomplishments:

• Developed project plan to review and recommend a Client Supply Tool that would provide common logistical processes, data, and reports throughout the Labcorp supply chain based. Methodology required high-level scope assessment against potential tools with cross function team; refine scope requirements and developing a product requirements matrix. Initial Pilot deployments in three LabCorp warehouses showed a 23% ROI based on goal of 4.5% reduction in client supply costs averaging savings of $200K annually and 10 month payback. Estimated national rollout would result in $3.6M annually.

• Developed project plan and built multi-functional project team to deploy 400 fully operational Patient Service Centers within ten weeks to meet new customer contractual obligations. The implementation of all PSCs was completed on schedule which allowed LabCorp to avoid substantial contractual penalties and helped to strengthen our business relationship with the customer. An EVP of LabCorp was interviewed in the WSJ about how effective LabCorp was in meeting the customer’s contract requirements and our ability to meet stringent time-to-market constraints.

• Developed business plan to convert data network services connecting LabCorp Patient Service Centers (PSCs). Business requirements assessment included PSC applications review, bandwidth requirements, future applications network requirements, internal financial audit and multiple vendor contract analysis (T&Cs). The result was that we were able to convert over 100 PSCs from expensive frame relay services to ADSL, wireless router, or cable modem saving the company over $840,000 annually without negatively impacting their application connectivity requirements.

• Developed business case and executed project plan that included financial, technical, marketing and legal resources to evaluate internal process improvements and develop marketing communications application that was implemented in over 1400 LabCorp Patient Service Centers saving company over $850,000 annually in vendor services and productivity increases.

• Developed initial course curriculum, and provided training for LabCorp IS University on Project Management standards and processes saving company an estimated $200,000 in training expense over two years.
