This position is responsible for overseeing the maintenance and support of the clients various in-house voice, data and video equipment, microwave and cellular communication systems to ensure high availability. This individual will participate in the planning, scheduling and coordination of future communication systems; provide recommendations to management to improve methods and processes to further leverage these critical systems in a cost effective manner. This position will provide support for the Clients emerging satellite mobile communication needs.
SUPERVISORY
This position has supervisory and coordinating responsibility for the personnel in the Telecommunications work unit. This person is expected to perform supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring and training; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND EXPERIENCE:
Bachelor of Science degree/equivalent in Telecommunications or Information Technology field. Equivalent to BS degree is Telecommunication Certification(s) and a minimum of 5 years directly related job experience.
Minimum 6 years progressive experience in each of the following. Please highlight your specific experience in each area as follows:
Microwave Technologies-
RF Communications-
900 MHz Data Link/MAS Simulcast paging networks-
Satellite Communication Systems-
EMI investigations-
PROFICIENCY REQUIREMENTS:
Working knowledge of telecommunications equipment and technology, including but not limited to:
o Siemens PBX models HiComm 300, HiComm 150, and HiPath 3000.
o Siemens ACD and message stream software.
Demonstrated knowledge of electronic circuit analysis and of project/construction techniques and procedures.
Demonstrated knowledge in the operation of personal computers and communication specific software programs; programming and adjust two-way and 900 MHz link systems and related devices.
Prefer knowledge of the following systems or ability to quickly acquire expertise to support these systems:
o Microwave radio systems
o Cellular phone (Nextel/Sprint) technology, including building repeaters
o Cisco Network Equipment
o Fiber optics
o Windows Networks
o Internet/Intranet
o TCP/IP
o SCADA

JOB DESCRIPTION
Essential Duties and Responsibilities for a Telecommunications Engineer include the following. Other duties may be assigned based on the needs of the Cooperative.
Operations:
Assist in the development of procedures, record keeping and monitoring of all company owned or leased telephone systems and networks to ensure efficient and cost effective operations.
Provide guidance, technical assistance and training to all locations for telephone system(s), voice mail, microwave systems, radio systems, satellite communication systems, etc.
Schedule and direct vendor maintenance of equipment, negotiation of maintenance contracts and resolution of disputes over non-performance; review invoices for telephone service and wiring
Assist in the development and delivery of training material and procedure enhancements for all telecommunication systems
Evaluate, recommend, implement and schedule the installation of telecommunication systems and equipment, premise distribution systems for headquarters and remote locations.
o Troubleshoot both equipment and network system
o Document problem resolution
Maintain, upgrade, test, program and repair:
o Telephone system
o Power supplies
o Phones
o Consoles
o Voice mail unit
o Microwave systems
o Radio systems
Communications Support
Maintain and grow 5-6 GHZ digital microwave system
Perform maintenance and repair of substation SCADA radios and support Substation Relay personnel on SCADA RTUs.
Participate in deploying and maintaining satellite communications to mobile fleet.
Participate in upgrade efforts to modernize legacy two-way radio system.
Repair two-way radios and support vehicle maintenance personnel in removing/installing in corporate vehicles
Maintain and support:
o two-way radios (low band), base stations, repeaters, paging system, Load Management radio control, radio control for generators, alarm system controls
o Risk Management personnel with building camera system
o Digital link radios substations to work centers and back to System Operations computers
o Work centers of reports of RFI at member location
o Equipment related to fleet mobile communication needs
Maintain all maintenance logs and parts inventory for telecommunication systems
Inspect and make recommendations for antennas on corporate towers used for: transmitters, receivers, GPS, two-way, paging, microwave, satellite systems, etc.
Planning and Control:
Develop and maintain a monthly work plan covering telecommunication system items and make recommendations, as appropriate
Assist with development of policies and procedures as they apply to telecommunication systems; recommend revisions and upgrades based on new technology
Review literature and other resources in order to keep current of new technology advances that may have a positive/negative effect on our telecommunication system(s).
